Genesee County cuts down on missing foster kids but some still live on the streets, escaping the system
Tammy Hill died from cervical cancer in May, leaving seven children and no plan spelling out who would care for them.
Today, Amber N. Giddings, one of Hill's daughters, is among nine teenagers from the county who ran away from foster care and remain in limbo -- missing from the very system set up to protect them from danger.
