Foster parents say state is lagging behind on payments
The state owes hundreds of families both a debt of gratitude and financial assistance. Hundreds of adoptive and foster care parents say they've been short-changed by lagging payments from a system that was supposed to get money in their hands more quickly.
Note: They do it for the money.
