Foster families could face ban on owning some pets

The death of a 4-year-old mauled by at least one Rottweiler owned by his foster family could lead to a crackdown on how the state regulates the care of foster children in homes with animals.

Once again, this is an outright case of neglect. No/improper supervision was available which could have prevented the tragedy. I place blame of the foster home for its disregard of safety and placing the child first.
This issue infuriates me because it is not the first time it has occured. CHILDREN need to come first!!
