Child agency may face sanctions

At 18, Johnny Guerra left the care of Child Protective Service, standard practice for most children who become wards of the state.

But Guerra wasn't just any child. Diagnosed as mentally retarded, bipolar and schizophrenic, Guerra should still be under the care of Child Protective Services, says Bexar County Children's Court Judge Richard Garcia, who reiterated Wednesday that among other sanctions, CPS should continue to support Guerra until further notice. Failure to comply could cost CPS $8,000 in sanctions.
