Finding the short circuit on the path to adoption
Tens of thousands of children in foster care nationwide grow older each year waiting to be adopted, yet a government agency has found that there are far more women seeking to adopt children than there are children awaiting adoption. So why aren't the laws of supply and demand working in U.S. adoptions?
Note: It's because they mess these kids up so bad in foster care. Nobody want's a basket case. Nobody wants a ton of emotional baggage. They just want a cute little baby.
Isn't it also true that it's cheaper for someone to adopt a child out of the country?

Actually, they've been working to discourage foreign adoption by denying visa's to the children. http://www.usatoday.com/news/world/2008-08-12-foreign-adoptions_N.htm
